The Defence Acquisition Council (DAC), chaired by Raksha Mantri Smt Nirmala Sitharaman, met here today and accorded approval for the procurement of equipment for the Defence Forces valued at over Rs 5500 crore.
           

Pursuing the goal of indigenisation and self-reliance in the field of Defence Procurements, the DAC approved procurement of 12 High Power Radars for the Indian Air Force under ‘Buy (Indian) IDDM’ category. The radars will provide long range medium and high altitude radar cover with the capability to detect and track high speed targets following parabolic trajectories. Technologically superior, the radars will have the capability to scan 360o without mechanical rotation of Antenna and will operate on 24 x 7 basis with minimal maintenance requirement. Their procurement will enhance the overall efficacy of the Air Defence network in the country.
           

The DAC also accorded approval for procurement of Air Cushion Vehicles (ACVs) for the Indian Coast Guard and Indian Army from Indian Shipyard. These vessels would offer great advantage over conventional boats/crafts with their ability to travel at very high speeds over shallow water, sand banks, mud flats and swamps which are non-navigable by boats/small crafts due to draught restrictions/uncharted depths. These craft offer capability enhancement for the Services, and would prove useful for amphibious/ riverine operations, especially where there is a requirement to move men and material from one island to another island, across riverine terrain, creeks etc.

Operation NISTAR Successfully Culminates with Safe Disembarkations of 38 Indian Nationals at Porbandar

Indian Naval Ship Sunayana entered Porbandar harbour at 0900 hrs today on 07 Jun 2018 after successfully evacuating 38 Indian Nationals at/ off Socotra Islands during a swift Humanitarian and Disaster Relief Operation (HADR), code named Operation NISTAR.

The Indian Nationals were stranded for nearly ten days after severe Cyclonic Storm – Mekunu devastated the area around Socotra Island. INS Sunayna was diverted from Gulf of Aden deployment to Socotra Island for search and rescue operations after Indian Navy received a distress call from Directorate General of Shipping and Indian Sailing Vessels Association. The 38 Indian nationals were successfully rescued/ evacuated in the early morning of 03 Jun 2018. All evacuees were safely embarked onboard the ship and were immediately provided with medical care, food, water and telephone facilities. Thereafter, the ship also undertook intensive surface search and aerial reconnaissance of the area to look for any more survivors.

Upon entering harbour INS Sunayna was received by Rear Admiral Sanjay Roye, Flag Officer Commanding Gujarat, Daman & Diu Naval Area. After initial briefing about the scheduled disembarkation formalities, all 38 Indian nationals were put through mandatory customs clearance and immigration checks. They were served light refreshments. Post completion of all the administrative formalities, they were handed over to the civil police to facilitate their return to native places.

Defence Minister Flags-in NIMAS expedition team to Mt Everest

Raksha Mantri Smt Nirmala Sitharaman flagged-in the expedition team to Mt. Everest conducted successfully by National Institute for Mountaineering & Allied Sports (NIMAS), Dirang, Arunachal Pradesh, here today. Smt Sitharaman congratulated the team led by Director and Team Leader Col Sarfraz Singh for their remarkable achievement. It is for the first time that any National Institute expedition team has put eight members on the top of Mt.Everest in their maiden attempt.

The expedition started from South Ridge of Mt Everest from Nepal side on 02 April2018 from Lukla to Everest Base camp via Namche. The team scaled Mt.Lobuche in Nepal on 20 April2018 as part of acclimatisation and final conditioning training. The rotational training to higher camps wascarried out by the team upto Camp-3 (7200M) from 22 April to 10 May2018. All the 08 members of the team successfully scaled the peak on 19 and 20 May2018 without any casualty or cold injury.

India–Indonesia Coordinated Patrol (IND-INDO CORPAT)
 

INS Kulish, a Kora class Missile Corvette commanded by Commander Deepak Bali and one Dornier Maritime Patrol Aircraft of the Andaman and Nicobar Command arrived at Belawan, Indonesia for the closing ceremony of the 31st edition of the India – Indonesia Coordinated Patrol (IND-INDO CORPAT) from 06 to 09 Jun 18. The opening ceremony of IND-INDO CORPAT was earlier conducted from 24 - 25 May 18 at Port Blair followed by co-ordinated patrol (CORPAT) from 26 May to 02 Jun 18.

The visit of the Indian Naval Ship seeks to underscore India’s peaceful presence and solidarity with friendly countries towards ensuring good order in the maritime domain and to strengthen existing bonds between India and Indonesia. During the stay in harbour, various activities such as official calls, formal reception on board ship, sporting fixture, ship open to visitors and professional interaction between naval personnel of both the nations have been planned.

Indian Naval assets have been increasingly deployed in recent times to address the main maritime concerns of the region. In addition, as part of the Indian Government’s vision of SAGAR (Security and Growth for All in the Region), the Indian Navy has also been involved in assisting countries in the Indian Ocean Region with EEZ surveillance, Search and Rescue, HADR and other capacity-building and capability-enhancement activities. The current deployment will contribute towards the Indian Navy’s efforts to consolidate inter-operability and forge strong bonds of friendship across the seas.

The delegation is led by senior officer from Indian Navy, Commodore Ashutosh Ridhorkar, Naval Component Commander, Andaman and Nicobar Command embarked onboard INS Kulish.

 Geo-Intelligence Asia - 2018

The Eleventh edition of GeoIntelligence Asia 2018 organised by GeoSpatial Media and Communication with Directorate General of Information System as Knowledge Partners and Military Survey as Co-organisers, took place at Manekshaw Centre, New Delhi on 04-05 June 2018.  The theme of Seminar was ‘GeoSpatial : A Force Multiplier for Defence and Industrial Security’. The seminar brought together the military, security officials including BSF and Police Forces, Government and industry together to examine the latest technology solutions and on the critical role of geospatial technology in military and security applications. 

Gen Bipin Rawat, Chief of the Army Staff, during his Keynote address, said that the Armed Forces are the repository of big data and there is a need to record and institutionalize the information and carry out predictive analytics using AI. He stressed on the need for collaboration with industry and academia to automate the Indian Army and emphasized the need to leverage the various technologies available in the Geo Spatial field to find solutions for the challenges faced by the Indian Army.

Lt Gen Anil Kapoor, Director General, Information System, brought out the fact that data is being treated as the next oil.  He mentioned that Indian Army is in the process of redefining and refining legacy applications into state of the art softwares by using contemporary technologies.

After the inaugural session, Chief of the Army Staff inaugurated the exhibition comprising stalls of various technological firms dealing with geospatial technologies. The Sessions during the seminar covered crucial subjects including Enhanced Situational Awareness for Combat, Smart Cantonments, GIS and Logistics, Cyber Security and LIDAR. The Seminar witnessed learned speakers putting forth their views during the thought provoking sessions. The latest advancements in Geospatial Technologies discussed during the sessions and the exhibits in the stalls were widely appreciated by all participants.

Evacuation: ISRAELI Nationals

On 05 Jun 18, the ‘Himalayan Dragons’ based at Air Force Station Sarsawa were tasked to undertake a challenging casualty evacuation of three Israeli nationals whose vehicle had fallen down in a gorge on the way to Rohtang Pass. One Israeli succumbed to injuries. All three were evacuated in ALH MK III IAF helicopter from Kullu to Chandigarh, along with Israeli embassy official and Medical Officer.

The helicopter got airborne from Sarsawa and landed at Kullu Bhuntar and then from Kullu for Chandigarh with Captain of the aircraft Wing Commander Anil Yadav.

 IAF Jaguar accident

On 05th Jun 2018, an Indian Air Force Jaguar aircraft, which was on a routine training sortie, crashed at 0945h over Kutch area in Gujarat. The aircraft was airborne from Air Force Station Jamnagar.

The Pilot, Air Commodore Sanjai Chauhan VM, sustained fatal injuries. A Court of Inquiry has been ordered to ascertain the cause of the accident.

Eastern Fleet Ships Underway to Guam, USA for Exercise Malabar 2018

The Indian Naval Ships Sahyadri, Shakti and Kamorta of the Eastern Fleet under the command of Rear Admiral Dinesh K Tripathi, NM, Flag Officer Commanding, Eastern Fleet, currently on an overseas deployment to South East Asia and the Western Pacific, would be participating in the 22nd edition of Exercise Malabar, off Guam, USA from 07 to 16 June 2018. The three Indian Naval Ships are scheduled to reach Guam on 07 June 18 for the Harbour Phase of the exercise. It is for the first time the Malabar Exercise is being conducted at/ off Guam, a US Territory. Malabar 2017 was held in July last year on the Eastern Sea Board of India, off Chennai and Visakhapatnam. Malabar 2018 will have the participation of navies from India, the US and Japan.

Over the last 26 years, this Maritime Exercise has grown in scope and complexity and aims to address the variety of shared threats and challenges to maritime security in the Indo-Pacific. Further, the exercise contributes towards increasing the level of mutual understanding, inter-operability and sharing of the best practices between the three navies.
           

The scope of the MALABAR-18 includes professional interactions during the Harbour Phase in Guam from 07 to 10 June 18. The Sea Phase from 11 to 16 June 2018 includes a diverse range of activities at sea including Aircraft Carrier operations, Air Defence, Anti-Submarine Warfare (ASW), Surface Warfare, Visit Board Search and Seizure (VBSS), Joint Manoeuvres and Tactical procedures.
           

The Indian Navy will be represented by the two indigenously designed and built ships, the multi-purpose stealth frigate INS Sahyadri and Anti-Submarine Warfare corvette, INS Kamorta, Fleet Tanker INS Shakti and Long Range Maritime Patrol Aircraft P8I. The US Navy forces will include the Nimitz-class aircraft carrier, USS Ronald Reagan with its air wing; two Ticonderoga class cruisers, USS Antietam and USS Chancellorsville; two Arleigh Burke class destroyers, USS Benfold and USS Mustin; a Los Angeles-class attack submarine and one Long Range Maritime Patrol Aircraft P8A. The JMSDF would be represented by a Hyuga class helicopter carrier JS Ise with integral helicopters; Takanami class destroyer JS Suzunami; Akizuki class destroyer JS Fuyuzuki. Japanese Maritime Patrol Aircraft, P1 and a submarine.

It would be of interest to note that US has recently named their Hawaii-based Pacific Command as the U.S. Indo-Pacific Command.
 

World Environment Day 2018

Indian Navy has completed four years of its Green Initiatives Program on World Environment Day. The adoption of a comprehensive ‘Indian Navy Environment Conservation Roadmap’ has put Indian Navy on an ambitious path of synergising ‘Blue Water capability with a Green footprint’. The Navy’s concerted efforts of formulation and implementation of numerous policies aimed towards energy efficiency and environmental protection have yielded good results which are evident in all naval establishments.

           

With an aim to achieve zero carbon foot print, ‘Energy Efficiency’ concept of sustainable green technologies/norms based on GRIHA, LEEDS, Green Fuels, MARPOL compliance and alternative energy resources are being adopted in all future plans for augmentation and acquisition of assets/ infrastructure. In an endeavour towards fulfilment of ‘Paperless Office’, initiatives undertaken in the field of IT through digital work processes have ensured gross reduction in paper consumption.  Towards continuous afforestation, 16000 saplings have been planted over the course of the preceding year eventually to mitigate an estimated 324 tonnes of CO2.
           

As maritime efficiency initiative, the feasibility of inclusion of an ‘Intelligent Energy cum Performance assessment’ system onboard Naval vessels is underway. The intelligent system will provide real time awareness of the onboard energy demand for optimising the overall performance. Guidelines for MARPOL compliance, onboard effluents discharge, waste disposal, sewage treatment plants etc have been adopted to minimise the environmental impact both at sea and ashore.
           

Regular energy audits for ships and shore establishments are being conducted for improving the energy efficiency. One of the premier Naval Yards has achieved a decrease of 11% in energy consumption compared to the last financial year. 95 percent of conventional street lights of the repair yards have been replaced with LED lights and over 1000 have been changed over with Smart timer based street light. 21 MW Solar PV projects have been undertaken with meticulous planning by Indian Navy towards achieving the GOI target of 100 GW by 2022 under Jawaharlal Nehru National Solar Mission (JNNSM).
           

The progressive adoption of Battery Operated Vehicles for transportation of men and material has marked the reduction of dependence on fossils fuels thus reducing carbon emissions. Oil Manufacturing Companies have also been approached for consistent supply of B5 blend HSD at all naval establishments for pan Navy usage on MT vehicles.
           

It is indeed a proud moment for all Indians that this year we have been chosen to host the ‘World Environment Day- 2018’ with the theme as ‘Beat Plastic Pollution’. The production of plastic in the last decade has already surpassed the total plastic production of the entire last century. Every year, the world uses 500 billion plastic bags which contribute to 10 % of all the waste being generated. Towards the same, continuous and focused efforts are being put in place to ensure that the Naval establishments remains devoid of non-biodegradable material at all times.  Awareness drives and programme by means of plantation drives, beach clean-up, anti-plastic drives, lectures etc are being organised regularly for integration of the philosophy of environmental consciousness amongst all echelons of the Service.
           

As a part of ‘Swacchh Bharat Abhiyaan’ Segregated Waste Collection Centre (SWCC) was inaugurated with the support from Defence Wives Welfare Association (DWWA) at Port Blair, which incorporated modern methods of waste collection and management system. Segregated wet garbage at an average of 400 kg is received per day for processing at SWCC. Mrs Seema Verma, President DWWA was awarded National Award for ‘Swatchtha Hi Sewa’  for implementation of the SWCC effectively.

As a developing nation and growing defence force of the modern world, it is imperative to take cognizance of our surroundings and invaluable natural resources.  With a view to reduce the overall carbon footprint and to bring down the effects of global warming, Indian Navy is ‘Geared Up and Committed’ to march towards pursuance of Green Initiatives, realising the national aim, to ensure a ‘Greener and Cleaner future for our next generations’.
